At this meeting, the Committee reviewed the initial responses to
their preliminary report. The Committee received direction from
the Minister and reviewed available public input. Based on the
review, which proposed steps toward the elimination of underground
injection, the Committee considered reviewing some of its recommendations
and created a working group to make the decision tree more specific.
A revised report will now be drafted.
MAR. 8, 2004
The Committee approved the list
of guiding principles. Members then reviewed a series of recommendations
including changes
to
Alberta Environment's Groundwater Allocation Policy,
actions under the Water Act, and Alberta Energy and Utilities Board
Guidelines.
The
Committee
used OptionFinder® to indicate whether the ideas were
compatible with the approved principles. A number of ideas were
strongly supported. Ideas about improvements to industrial practice
were introduced at the
meeting and will be discussed further at the next meeting.
JAN. 9, 2004
The Committee reviewed possible changes to policy that have the
potential to improve water conservation related to underground
injection. These included changes to Alberta Environment's Groundwater
Allocation Policy and the Alberta Energy and Utilities Board's
Guide 65. The Committee
also
assessed the potential to improve
data
gathering, storage and access related to underground injection
of water.
DEC. 10, 2003
In their third meeting, the
Committee was given further information about local issues and trends
(current and projected) for use of water for enhanced oil recovery.
The Committee identified questions they want to have answered in
order to begin the process of identifying options for improvement.
A draft communication plan was presented to the Committee. NOV. 7, 2003
This was the second meeting of the Committee. At
this meeting, the Committee adopted its Terms of Reference, reviewed
stakeholder concerns from the Water for Life consultation, and identified
the practices and policies that it will address.
Following this meeting, the Committee members will review the lists
of policies and practices prepared at the meeting and contact the
Chair with any additions. The co-chairs will then put together a
more detailed listing of policies and practices that could potentially
be changed to improve water conservation. The Committee established
an initial list of guiding principles.
At the next meeting, the Committee will review the proposed guiding
principles and analyze potential policy and practice changes in
more detail.
OCT. 7, 2003
This was the first meeting of the Advisory Committee on Water Use
Practice and Policy Committee. The purpose of the meeting was to
help the Committee become familiar with the terms of reference,
the available data about practices that remove water from the active
hydrologic cycle, and the proposed process to create recommendations
to the Minister.
There was some concern expressed about the relatively tight timeline
to create recommendations. Members also raised the importance of
having communication support and experts available to help them
communicate with their constituencies. Members generally felt the
hydrologic data presented at the meeting is not widely understood
and that communication with stakeholders will be an important part
of this process.
At the end of the meeting, Committee members identified a very
preliminary list of issues and expectations they feel should be
addressed within this process.
